The DoH have released two documents (March 2008), following their review of the CPA The first is a booklet entitled,"Making the CPA work for you", a guide for service users and cares on the Care Programme Approach. The second document is an accompanying leaflet of the same name with the additional sub-heading, "It is not about how you fit into services - It is about how services fit with you. A DVD is also available from the Department of Health.
The publications are introduced as:
A Booklet and summary leaflet for service users on the Care Programme Approach: the process of how mental health services assess users' needs, plan ways to meet them and check that they are being met. Users should always feel able to ask mental health workers to explain this process clearly.

No Voice, No Choice Report
This Healthcare Commission report looked at specialist community mental healthcare services for adults of working age in 2005/06. Service users were asked what they thought about the care they receive and they also looked at whether the services were helping people to recover and become part of their local communities again.
All 174 Local Implementation Teams (LITs) in England were assessed. These teams represent all those involved in local mental health services; they are responsible or planning and commissioning community mental health services for a defined area.
Quote:
A further concern was raised about the inconsistency of implementation of the CPA, which is a key finding of our review. We found considerable variation in the implementation of the CPA across the 174 LITs that we assessed. (No voice, no choice — page 7)
NIMHE are examining the Care Programme Approach to look at ways to improve the delivery of CPA across England drawing from examples of good practice. Pat Holman, Norfolk and Waveney NHS Partnership Trust lead initial work. NIMHE will be launching a formal consultation to Review Care Programme Approach in late Autumn 2006. There will be the opportunity to contribute your comments to the discussion via their website. Service users' and carers' comments on CPA and wider issues are also available on the NIMHE website.CPA consultation link:

This consultation sets out a range of proposals and questions about the review of the Care Programme Approach (CPA). It introduces values and principles that should underpin implementation of the CPA. Comments on the proposals and examples of positive practice are invited.
